What were the legislation change for CSR Cards at the end of 2024?

Starting on December 31, 2024, new regulations for the Construction Skills Register (CSR) cards in Northern Ireland will affect site supervisors and others holding CSR cards. After this date, individuals seeking to renew or obtain the CSR Gold Site Supervisor card will need to have completed an NVQ Level 4 in Construction Site Supervision. The industry accreditation method, which previously allowed experienced workers to get certain CSR cards without a formal NVQ, is being phased out.

Current CSR cardholders without an NVQ have several options. They can either:

  1. Renew their card by attending a CSR Site Supervisor Refresher course.
  2. Downgrade to a Green Labourer’s Card or standard White Health & Safety card.
  3. Begin working toward an NVQ Level 4 to retain eligibility for the Gold Site Supervisor card after the cutoff date

What does this Occupational Work Supervision course include?

To give you an understanding of this course, topics include:

  • Monitoring Progress of Work Against Schedules in the Workplace
  • Implementing and Maintaining Health, Safety, Environmental and Welfare Practices in the Workplace
  • Developing and Maintaining Good Occupational Working Relationships in the Workplace
  • Co-ordinating and Organising Work Operations in the Workplace
  • Confirming Work Activities and Resources for an Occupational Work Area in the Workplace
  • Confirming the Occupational Method of Work in the Workplace

How long will this qualification take to complete?

1 x  Induction day in People 1st/CITBNI premises, 9am-3pm, to go through Ican eportfolio, Assessment plan /registration and explain the overall qualification including UKQ’s

2 x 3 hr Sessions of Professional Discussions on site to cover UKQ’s and Performance criteria for each unit within the qualification (this can be done on phone or on your site)

1 x 3 hr Site Observation and Witness Testimony to complete the Award.

Why is the Legislation changing?

These changes are the latest in a series of amendments needed to ensure that CSR meets the Construction Leadership Council’s “One Industry Logo” requirements which will ensure CSR cards continue to be accepted in GB.

From 31 December 2020 all Construction Skills Register (CSR) gold cards that were originally issued on the basis of an occupational assessment and Industry Accreditation (grandfather rights) will expire on 31 December 2024.

Therefore, from 31 December 2020, the cards impacted can be renewed in the normal way i.e. one day CSR health and safety course or applicable supervisor/manager refresher. The impacted cards will have a shorter than normal duration the closer they are issued to 31 December 2024. Then once these cards expire (on 31 December 2024) candidates will then have to be registered on or achieved a NVQ Level 3/4 qualification.

Candidates who already have an applicable NVQ qualification will continue to receive cards that are valid for 4 years from the date the relevant health and safety training is completed.

All applicants must complete the CSR 4-day Site Safety for Supervisors Course and CITB(GB) Health, Safety and Environment test for Supervisors.

Applicants are required to hold a Supervisor NVQ (Level 3 or 4).

Please note the Occupational Assessment route was withdrawn on 1 September 2019.

Renewal Requirement 

CSR 1 Day Site Safety for Supervisors Refresher and Supervisors Touch Screen Test

The 1 Day Site Safety for Supervisors Refresher course and Supervisor Touch Screen Test must be completed within 6 months of the card expiry date.

FAQ’S

From December 31, 2024, supervisors must hold an NVQ Level 4 in Construction Site Supervision to renew the CSR Gold Site Supervisor card. Previously accepted industry accreditation methods will no longer be valid.

Yes, you can currently renew without an NVQ if you complete a CSR Site Supervisor Refresher course. However, the renewed card will only be valid until December 31, 2024. After this, an NVQ Level 4 will be mandatory.

You have three options: (1) Renew the card temporarily with a shorter validity, (2) downgrade to a Green Labourer’s or White Health & Safety card, or (3) start working towards the NVQ Level 4 in Construction Site Supervision.

The duration varies depending on individual progress, experience, and course structure, but we aim to fast-track your qualification in as short a time possible so you can continue on site without any interruption. We offer flexible options to complete the qualification alongside work.

The NVQ Level 4 in Construction Site Supervision not only fulfills CSR card requirements but also provides a recognized qualification that enhances your skills, knowledge, and career prospects within the construction industry.

Without the NVQ Level 4, you won’t qualify for the CSR Site Supervisor card renewal after December 31, 2024, and may be limited to lower-tier roles, such as those requiring a Green Labourer’s or White Health & Safety card. This could result in a significant pay reduction, as you may not be eligible for site supervisor-level pay rates without the necessary qualification. Investing in the NVQ Level 4 can help maintain your current position and income level.
